A service-connected condition rarely erases capability. What it disrupts is the infrastructure around capability: role identity after the uniform, executive function inside an unfamiliar civilian operating system, regulation under interview and workplace pressure, and the language that makes military experience legible to a hiring manager.

That is an employment barrier in VR&E’s own vocabulary — the distance between a veteran’s demonstrated capacity and their ability to obtain and maintain suitable employment. Mission-Ready Civilian™ is training built to close that specific gap. Not treatment for the condition; capacity for the employment it obstructs.

CAPACITY PILLARS
SEQUENCE

Twelve modules delivered in a fixed sequence, one per week. Each module builds on the capacities established before it, moving from transition orientation and identity reconstruction through decision-making, professional translation, and civilian-role execution.

CLOCK HOURS

A structured 12-week program delivered through scheduled instruction, applied exercises, independent practice, and competency demonstration. Authorized service hours and delivery specifications are documented in the official Provider Packet and VR&E authorization.

TRACKS

Program services align with VR&E employment pathways, including Rapid Access to Employment and Employment Through Long-Term Services, based on the Veteran’s individualized rehabilitation and employment plan.

COMPLETION CRITERIA

Completion is based on demonstrated capability—not attendance alone. Participants complete required module work, applied exercises, competency demonstrations, and entry-to-exit assessments documenting development across the program.

EXIT CAPABILITY

At exit, participants can articulate a civilian professional identity, apply a structured decision process under pressure, and translate military experience into employer-legible capabilities, responsibilities, and value.

TUITION

Mission-Ready Civilian is an authorized-service program, not a direct-to-consumer purchase. Program rates and service specifications are provided to the Vocational Rehabilitation Counselor through the Provider Packet for authorization under the Veteran’s approved plan.

HOW AUTHORIZATION WORKS

You issue the authorization under the veteran’s Individual Written Rehabilitation Plan. Invoicing runs through the Tungsten Network; payment falls under the Prompt Payment Act. The payment rail already exists — no new vendor setup burden.

SCOPE OF PRACTICE & REFERRAL

MRC is training and skills development. It is not therapy, counseling, clinical treatment, crisis intervention, or medical care. Facilitators do not diagnose or treat.

Named referral protocols route anything outside scope to the appropriate provider. A participant under care is welcome — the program runs alongside that care, never in place of it.

Two Tracks, One Standard

MRC runs in a faith-integrated track and a secular track. The secular track is fully complete and always available. Participation in faith-integrated content is voluntary, chosen by the participant, and never affects access, sequencing, or standing in the program.

The Evidence Base

The five pillars rest on peer-reviewed research in role identity and veteran employment transition, emotional regulation and workplace functioning, and skills-based training design.
